Borja Carvajal highlights the need to strengthen public-private partnerships to boost affordable housing in Spain | El Confidencial

Borja Carvajal, partner in the Public Law and Regulated Sectors practice at Gómez-Acebo & Pombo, has taken part in an analysis of Spain’s structural housing deficit, which according to the Bank of Spain stood at 700,000 units at the end of 2025. He stressed the need to double annual housing production in order to address this challenge.

In this context, Borja emphasised public-private collaboration as an essential tool to increase the supply of affordable housing, highlighting the key role played both by public authorities —as holders of urban planning powers and major landowners— and by the private sector, which provides the necessary technical and financial capacity.

He also pointed out that public works concession contracts based on availability payments offer significant advantages over traditional asset-based schemes, as they allow for a more efficient allocation of risks and enhance legal certainty, project bankability and investor appeal, particularly in light of the recent amendments introduced by Royal Decree-Law 7/2026.
