Enrique Isla examines the key measures to unlock the housing market: boosting supply and incentivising rental | El Confidencial

Enrique Isla, Partner and Head of Real Estate, contributes to El Confidencial in an article analysing the outlook for the Spanish real estate market in 2026 and the factors that continue to shape the sector. In his comments, Isla focuses on one of the most pressing challenges: the persistent imbalance between housing supply and demand.

In this context, Enrique stresses that “all solutions must be aimed at increasing supply”, highlighting “the work of certain public administrations, particularly in Madrid and Andalusia”, which are mobilising land for the development of affordable rental housing through public–private partnership schemes, including demanial concessions and surface rights.

He also notes that, in relation to the housing stock held by private owners, “it would be desirable” to introduce measures to encourage these properties to enter the rental market, such as the “reduction of mandatory minimum lease terms, indexation of rent to CPI, swift eviction procedures in cases of unlawful occupation, and the removal of rent controls, among others.
