Ana Luísa Guimarães, Public Law and Regulated Sectors’ partner, warns that “it is truly essential not to halt ongoing and planned investments,” emphasizing the importance of completing key projects such as the high-speed rail, the Southern International Corridor, the expansion of the Lisbon and Porto metro systems, the construction of the new airport, and the transformative potential of the Parque Cidade do Tejo project.
The National Investment Plan 2030 and the National Road Plan are central pillars of Portugal’s strategy to modernize and expand its infrastructure. These plans guide strategic investment in areas such as mobility, land-use planning, and territorial cohesion. Despite the current political uncertainty—with two elections scheduled this year — experts advocate for continuity in infrastructure development, regardless of changes in government leadership.
Ana Luísa Guimarães highlights that strong leadership from the State is crucial to driving these projects forward, while also stressing that cooperation with the private sector remains vital.
Regarding the transport sector, Ana Luísa Guimarães identifies the fight against mobility poverty as a key challenge, calling for solutions that foster efficiency, sustainability, and innovation. Although she acknowledges recent progress, she insists that “more must be done,” pointing out that there is no one-size-fits-all solution. According to the lawyer, thorough diagnostics and regionally tailored measures are critical to ensuring an effective public transport system—an essential condition for national economic progress.
