Madalena Caldeira analyses ACT requirements and highlights the importance of pay transparency in the labour market | ECO
Madalena Caldeira, coordinating partner for Employment at Gómez‑Acebo & Pombo in Lisbon, was among the specialists invited by ECO to analyse the impact of the notifications issued by the Authority for Working Conditions (ACT) to companies with gender pay gaps exceeding 5%.
Within the scope of the “Mulheres com ECO” initiative, Madalena Caldeira highlighted that the new requirement for pay‑gap assessment plans represents a structural transformation in the labour market, although it brings significant challenges for both companies and workers. The majority of the approximately four thousand companies notified by the ACT have already submitted their plans, with only around one hundred subject to sanctions for non‑compliance.
Madalena further emphasised that the new legal framework strengthens pay transparency and aims to accelerate the correction of gender inequalities, but warned that the model may weaken workers if not implemented with technical rigour and social balance. This discussion forms part of a broader transformation of the labour market, marked by new reporting obligations, greater scrutiny and increasing compliance demands.
