José Luis Palma Fernández, Of Counsel of Gómez-Acebo & Pombo, has collaborated with El Confidencial by writing an article entitled “Exceptional law, citizens’ rights” (“Derecho excepcional, derechos de los ciudadanos”), which delves into the consequences of the cessation of the ‘state of alarm’. Through the lines he writes, he takes the opportunity to reflect on issues that have more to do with general regulatory drafting than any positive law in particular. “The mixture of exceptionality uncertainty and emergency can affect fundamental rights”, he points out.
