He is joined by Pedro Soto, director of the same area, who also specialises in advising on public law and regulated sectors, having participated in numerous transactions in the fields of energy and infrastructure, both public and private. Both also have extensive experience in other regulated sectors such as transport or audiovisual communication, having participated in numerous administrative and contentious-administrative proceedings at all levels related to the aforementioned matters.
Santiago, Borja and Pedro are considered leaders in the areas of environmental, energy and public law in Spain by prestigious legal directories such as Chambers & Partners.
Carlos Vázquez, coordinating partner of Gómez-Acebo & Pombo’s Public and Regulatory practice highlights: “these new hires are part of the Firm’s project to position ourselves through technical excellence without renouncing our values, to bring in the best, but respecting our structures. The incorporation of Borja, Santiago and Pedro is a source of pride for us, and we know that they will serve to consolidate Gómez-Acebo & Pombo’s position as a leader in energy, environmental and regulatory matters”. Santiago says: “I am very excited to be part of this project and be able to join forces with professionals of the level of Carlos Vázquez, Pedro Poveda and Verónica Romaní”. Borja shares “it is a pleasure to join a firm with the prestige of GA_P in sectors such as energy, which represents a clear opportunity to promote advisory projects at the highest level”.

Supreme Court rules on ‘administrative silence’ in the electricity sector: “public service” or “service of general economic interest”
The Supreme Court judgment of 10 April 2026 characterises the concept of public service under Article 24(1) of Act 39/2015 as an exception to the ‘double silence’ rule, distinguishing it from the concept of service of general economic interest, which applies in liberalized sectors such as that of electricity supply. The Supreme Court thus concludes that in seeking an authorisation to close a combined-cycle power plant, the ‘double silence’ rule applies to the effect of a presumption of approval.
