Ana Luísa Guimarães stresses the urgency of effective measures to avoid the imminent exhaustion of landfills in Portugal | Jornal Água&Ambiente
Partner of Public and Regulated Sectors, Ana Luísa Guimarães, advocated the establishment of a swifter licensing regime and direct state intervention to enable new infrastructures, in an interview with Jornal Água&Ambiente, at the 18th Waste Forum.
Ana Luísa Guimarães highlighted the need to combine long-term solutions with immediate measures, noting that it is “essential to licence new landfills soon, overcome administrative barriers and tender key infrastructures, avoiding the export of waste to Spain”, in an interview with Jornal Água&Ambiente, following her participation as a speaker at the 18th Waste Forum, on the panel ‘Avoiding landfill exhaustion’.

Supreme Court rules on ‘administrative silence’ in the electricity sector: “public service” or “service of general economic interest”
The Supreme Court judgment of 10 April 2026 characterises the concept of public service under Article 24(1) of Act 39/2015 as an exception to the ‘double silence’ rule, distinguishing it from the concept of service of general economic interest, which applies in liberalized sectors such as that of electricity supply. The Supreme Court thus concludes that in seeking an authorisation to close a combined-cycle power plant, the ‘double silence’ rule applies to the effect of a presumption of approval.
